Il y a can mean both there is and there are. Easy peasy!
Il y a une fleur blanche.
There is a white flower.
Il y a trois voisins.
There are three neighbors.
That's some word!
Un and une become des when you are talking about more than one thing. In English, we can just say cats, but in French you have to say des chats.
